Tuesday, March 2, 2010 Home sales activity strong through Olympic periodby Ben Chimes on Tue, Mar, 2, 2010 08:13 PM VANCOUVER, B.C. – March 2, 2010 –The Greater Vancouver housing market continued to experience strong demand from homebuyers and an increase in total property listings in a month where the eyes of the world were focused on the region.
The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver totalled 2,473 in February 2010, an increase of 67.1 per cent compared to February 2009 when 1,480 sales were recorded and a 28.6 per cent increase compared to the 1,923 sales recorded in January 2010.
More broadly, last month’s sales totals marked a 7.6 per cent decline compared to the 2,676 sales recorded in February 2008 and were 13.5 per cent behind February 2007 when 2,859 residential sales were recorded on the Multiple Listing Service (MLS®) in Greater Vancouver.
Over the last 12 months, the MLSLink® Housing Price Index (HPI) benchmark price for all residential properties in Greater Vancouver increased 19.7 per cent to $581,911 from $486,054 in February 2009. This price is 2.4 per cent above the previous high point in the market in May 2008 when the residential benchmark price sat at $568,411. “We don’t know at this point what long-term impact the Olympics will have on our housing market, but we do know that activity in our market remained steady through all of the excitement and distraction of the last few weeks,” Scott Russell, REBGV president said.
“In February, for example, 110 sales were recorded on the MLS® in downtown Vancouver. That’s higher than 2009 and slightly lower than the mid-2000s, which is consistent with data from the overall market. It’s too soon to say whether that’s an Olympic effect,” Russell said.
New listings for detached, attached and apartment properties in Greater Vancouver totalled 4,606 in February 2010. This represents a 17.6 per cent increase compared to February 2009 when 3,916 new units were listed, and a 10.5 per cent decrease compared to January 2010 when 5,147 properties were listed on the MLS® in Greater Vancouver.
At 11,346, the total number of property listings on the MLS® increased 11 per cent in February compared to last month and declined 21 per cent from this time last year. “Two months into 2010, we see the total number of homes listed for sale on the rise and demand in the market strong, but less frenzied than we saw in the latter part of 2009,” Russell said.
Sales of detached properties increased 67.5 per cent in February 2010 to 983 from the 587 detached sales recorded during the same period in 2009. The benchmark price, as calculated by the MLSLink Housing Price Index®, for detached properties increased 22.5 per cent from February 2009 to $800,796. Sales of apartment properties in February 2010 increased 65.2 per cent to 1,074 compared to 650 sales in February 2009. The benchmark price of an apartment property increased 17.3 per cent from February 2009 to $390,899.
Attached property sales in February 2010 are up 71.2 per cent to 416, compared with the 243 sales in February 2009. The benchmark price of an attached unit increased 16.2 per cent between Februarys 2009 and 2010 to $495,496.

Among the lasting legacies for Olympic host cities are the villages constructed to house athletes and officials. After the final medals are awarded, how do cities capitalize on these massive remnants of their games?
or the 2010 Winter Olympics, about 3,000 of the world’s best athletes (and officials) took over a corner of downtown Vancouver, British Columbia — not to mention the little city that skiers and bobsledders created 70 miles north, in Whistler. Such Olympic villages can be billion-dollar creations that are in the world’s spotlight for just a few weeks.
So what happens to these glamorous villages when the athletes pack up their medals, memories and dirty laundry to fly home?
If the planners have done their homework and everybody keeps their promises, the villages are in for a long and productive post-games life. But that’s not always how it works out. Here’s our look at the afterlife of several villages from the past few decades.
Vancouver: The best (and costliest) village ever?
With its Olympic Village, Vancouver is certainly gunning for one of the most dramatic transformations of a site — and it looks like it may succeed.
What the athletes may not know, as they enjoy the spectacular views across False Creek toward the Vancouver skyline and the North Shore Mountains beyond, is that city planners have hoped to transform this land since the 1970s. The Southeast False Creek area was the last remaining piece of undeveloped waterfront in downtown Vancouver. Most recently, its big tenant was the city’s public works yard.
That all changed with the Olympic Village — 18 midrise buildings with enough apartments to accommodate 2,730 athletes and officials during the Olympics, and an additional 350 during the Paralympics in March.
After the games, the ultragreen village (rechristened Millennium Water) will become the centerpiece of the larger Southeast False Creek neighborhood. The village’s 1,100 units will include 730 market-rate condos, 120 market rental apartments and 250 affordable rental apartments. (Many of the condos already have sold, for about $950 per square foot.)
Homeowners won’t be able to move in as soon as the games end, however. Once the village is handed back to the developer this spring, the buildings need to be touched up and retooled: Kitchens that were boarded up for the games so athletes couldn’t use them must be completed. Nice wood flooring must be installed (often right atop the carpeting in place for the athletes, which will be used as padding).
The apartments aren’t the only thing that will need to be altered: A 45,000-square-foot community center on the waterfront, which is now serving as the village mayor’s office during the games, among other uses, will be refitted with a day-care center, a restaurant, a nonmotorized boating center and a gym.
The goal is to create a complete community with all the things it needs, where none existed before. By 2020, city planners expect the Southeast False Creek neighborhood to be home to 16,000 people living in more than 5,000 apartments and condos. They’ll be able to enjoy 26 acres of parkland, including a new waterfront promenade, a public plaza and a community garden.
Sound good? It should. The Vancouver press has reported that the $1 billion project is $130 million over budget to date.
Sunday, February 21, 2010 Liveability Rankings: It's Vancouver, againby Ben Chimes on Sun, Feb, 21, 2010 08:41 PM Vancouver is still the most liveable city in the world, according to the latest annual index compiled by the Economist Intelligence Unit (EIU). The Canadian city, which is currently gearing up to host the Winter Olympics, gets 98 points out of 100, the same as last year.
The ranking scores each city from 0-100 on 30 factors spread across five areas: stability, health care, culture and environment, education, and infrastructure. These numbers are then weighted and combined to produce an overall figure.
There are no great changes at the top of the ranking. Vienna, Melbourne and Toronto still occupy second, third and fourth positions behind Vancouver, and the top ten is still dominated by Canadian and Australian cities, which benefit in particular from perfect scores for health care and education.
These rankings are used by employers assigning hardship allowances as part of expatriate relocation packages. So you might be surprised by the position of a city such as Detroit, whose image has been rather battered in recent years. Yet in 40th place, it is considered a more liveable city than both London and New York in 54th and 56th positions. These two cities, which TimeOut ranks as the two “greatest” in the world, are tripped up by their "stability" scores. "Stability" reflects residents’ fear of terror, crime and conflict, and in this respect no city in the top 50 gets within ten points of New York’s score of 70.
Tuesday, February 16, 2010 New Government Mortgage Rulesby Ben Chimes on Tue, Feb, 16, 2010 11:07 AM Good morning everyone. Today the government announced some interesting new rules with respect to insured lending standards. This is not something that is unexpected, but here are the highlights:
- Mortgage qualification on five year fixed rates regardless of the actual term a borrower is taking
- Maximum refinance of an existing property of up to 90% (down from 95%)
- Minimum 20% downpayment for investment properties
In my view these are all sensible guidelines imposed on the market and should not hamper the market negatively. The above rules affect a very small portion of the overall market. The bigger question is whether this is the first step to more drastic measures down the road.
Changes take affect April 19.

Monday, February 15, 2010 BC Home Sales Moderate in Januaryby Ben Chimes on Mon, Feb, 15, 2010 01:41 PM Vancouver, BC – February 11, 2010. The British Columbia Real Estate Association (BCREA) reports that Multiple Listing Service® (MLS®) residential sales in the province climbed 118 per cent to 4,619 units in January compared to the same month last year. On a seasonally adjusted basis, MLS® residential sales in the province declined 16 per cent last month compared to December 2009.
“Home sales in the province eased in January as a result of waning pent-up demand and eroded affordability,” said Cameron Muir, BCREA Chief Economist. “While low mortgage interest rates will continue to entice many home buyers through the spring market, consumer demand is expected to moderate from its frenetic year-end pace."
The BC residential sales dollar volume increased 160 per cent to $2.27 billion in January compared to the same period last year. The average MLS® residential price climbed 19 per cent to $491,571 over the same period.
"Upward pressure on home prices, particularly in Victoria, Vancouver and the Fraser Valley, is beginning to slow as fewer home sales and a larger inventory reduce the chance of multiple offers,” added Muir.
